What is Peppol and why has Belgium made it mandatory?
Peppol (Pan-European Public Procurement OnLine) is a standardised international network for exchanging electronic business documents between companies. In practice, Peppol works like a digital postal network: each company receives a unique identifier (similar to an email address) and can send and receive invoices automatically, securely and instantly.
Belgium has decided to make electronic invoicing via Peppol mandatory for all B2B transactions between VAT-registered businesses. This decision is part of a European strategy to digitalise commercial exchanges, aiming to reduce tax fraud, simplify accounting and modernise the Belgian economy.
Since 1 January 2026, paper invoices and PDFs sent by email are no longer considered legal invoices between Belgian VAT-registered businesses.
How does Peppol work in practice?
Peppol is simple and transparent for the user. Here are the 4 steps of the process:
Registration
Register with a certified access point like Peppol Box using your VAT number. Your Peppol ID is activated within minutes.
Automatic reception
Your suppliers send their invoices via Peppol. They arrive automatically in your inbox, sorted and organised.
Send invoices
Create your invoices in the interface and send them directly via the Peppol network. The UBL 2.1 format is generated automatically.
Accounting export
Export your invoices to your accounting software in one click. Compatible with BOB, WinBooks, Horus and all standard formats.
The e-invoicing obligation in Belgium
The law of 6 February 2024 established the obligation of structured electronic invoicing for all B2B transactions between VAT-registered entities in Belgium. This obligation came into force on 1 January 2026.
In practice, this means that every Belgian VAT-registered business must be able to both issue AND receive invoices in structured electronic format via the Peppol network. PDF, Word or paper invoices are no longer accepted as legal invoices for domestic B2B exchanges.
The tolerance period ended on 31 March 2026. Penalties are now being enforced. Get compliant without delay.
Who is affected by the Peppol obligation in Belgium?
- Self-employed and liberal professionals (doctors, lawyers, architects, consultants...)
- Merchants and artisans (restaurants, shops, bakers, hairdressers...)
- SMEs and micro-businesses of all sectors
- Large companies and multinationals established in Belgium
- Non-profit organisations subject to VAT
Who is NOT affected?
- Invoices to individuals (B2C) — no Peppol obligation
- Businesses not registered for VAT
- Transactions with foreign entities (for now)
Penalties for non-compliance
Failure to comply with the e-invoicing obligation exposes businesses to serious financial and commercial consequences:
Financial penalties
- Administrative fines up to €5,000 per violation
- VAT surcharges in case of tax audit
- Denial of deductibility for non-compliant invoices
Commercial consequences
- Inability to invoice your professional clients
- Loss of business to compliant competitors
- Negative image with your business partners
