What is Peppol and why has Belgium made it mandatory?

Peppol (Pan-European Public Procurement OnLine) is a standardised international network for exchanging electronic business documents between companies. The e-invoicing obligation in Belgium

The law of 6 February 2024 established the obligation of structured electronic invoicing for all B2B transactions between VAT-registered entities in Belgium. This obligation came into force on 1 January 2026.

In practice, this means that every Belgian VAT-registered business must be able to both issue AND receive invoices in structured electronic format via the Peppol network. PDF, Word or paper invoices are no longer accepted as legal invoices for domestic B2B exchanges.
